You may see one of the following error codes when you try to make a purchase on Xbox Live:

Solution 1: Check your billing address
Make sure that the billing address for your Xbox Live or Zune account matches the billing address used by your credit card company. To change the billing address for your Xbox Live or Zune account, please see Change your Xbox Live account information.
If your Xbox Live or Zune account address matches the billing address used by your credit card company, try the next solution.
Solution 2: Contact your bank or financial institution
The Xbox Live purchase might have failed for the following reasons:
Contact your credit card company or bank and make sure that the payment option that you’re using was activated, that it has available funds and that the transaction is not being blocked for some reason.
If your bank or financial institution is not blocking the transaction, try the next solution.
Solution 3: Try your purchase again later
The Xbox Live or Zune purchase might be blocked for one of the following reasons:
Wait and try the transaction again in 24 to 48 hours. When lots of purchase failures occur, it can prevent transactions from being processed until no purchase attempts have been made for a while (usually 24 to 48 hours).
If the problem still occurs after you’ve waited 48 hours, try the next solution.
Solution 4: Remove your card and try again
If you’re trying to purchase a new Xbox Live or Zune membership, and you receive error 80190864 or C101C408, the payment option has a billing decline violation against it, and it can no longer be used to sign up. If you have a previously unpaid balance for a previous membership on the payment option you are trying to use, please provide a different credit card for the purchase of your new membership.
Solution 5: Use an Xbox gift card or Membership card if available
Alternatively, you can buy an Xbox gift card from a retail location and use it to make purchases. Note that not all purchases offer prepaid options. Before purchasing an Xbox gift card, make sure that purchase option is available for the item you want to purchase.
Solution 6: Confirm that you are using an approved payment method
You can use Visa, MasterCard or American Express cards in the Windows Phone Store as long as they allow international purchases. Even if your card displays a Visa or MasterCard logo, it is possible that it's not approved by your bank or issuing financial institution to make an international purchase. Pre-paid cards, debit cards and gift cards (even those with a Visa or MasterCard logo) do not qualify as international cards and are currently not accepted by the Windows Phone Store.

If your credit card is an approved form of payment, try the next solution.
Solution 7: Check the card number, expiry date, card security code and name for the card
Retype the credit card number without any spaces, commas or other non-numeric characters. Verify that the expiry date, card security code and name that you entered are correct and match what is shown on the card.
