You see the following error code and message when you try to make a purchase through Xbox Live on your Xbox One or Xbox 360 console:

To resolve this problem, try the following solutions.
Solution 1: Check the Xbox Live service status
Go to the Xbox Live status page to see whether the service is up and running. If there are any service alerts, wait a while and then try again.
Solution 2: Update the payment option for your membership
If you have an Xbox Live Gold membership or an Xbox Music Pass and you receive this error code when trying to make a purchase, it means you have an outstanding balance and need to pay this amount before making any further purchases. Usually you have an outstanding balance because there's a problem with the payment option you use for your membership. Solution 3: Use another payment option
If you use your PayPal account as a payment option on Xbox Live, that account's country must match your Xbox Live account country. You'll need to use another payment option to complete the purchase. See Add a payment option to your Xbox Live account in order to resolve this issue.
Solution 4: Check your billing information
Verify that your billing information is correct. For example, make sure that the billing address for your payment option matches the billing address used by your credit card company, and that your payment option expiration date has not passed.
