Go to Xbox Live status to see whether the service is up and running. If there are any service alerts, wait a while and then try again.
Solution 2: Resolve any outstanding balance
This error can indicate that you have an outstanding balance on your Microsoft account or that your payment option has expired. To add a new payment option and transfer any outstanding balance, follow the steps at Change your Xbox Live payment option.
