To resolve this problem, try the following solutions.
Solution 1: Use up any remaining funds in your account
This error will occur if you try to make changes to your Microsoft account while you still have a balance. You must spend any remaining funds before you can make changes to your account or before you switch your gamertag.
To view your current account balance:
Solution 2: Wait 30 days and try again
Try your Microsoft account change again after 30 days have passed. Once 30 days have passed since the last account change, you'll be able to update your Microsoft account.
If you aren't sure when you last made changes, view a recent activity log for your account:
