You see the following error code and message when you try to connect to Xbox Live on your Xbox 360 console:
83820070
Can’t retrieve information from Xbox Live. Please try again later.
To resolve this problem, try the following solutions.
Solution 1: Make sure that the Xbox Live service is up and running
To check whether the Xbox Live service is up and running, go to Xbox Live service status.
Solution 2: Check your account and billing information
This error can occur if your Xbox Live account or billing information is not up to date. To check your information, see How to change or update Xbox Live billing account information.
Solution 3: Delete your profile, clear the system cache and then redownload your profile
The system cache contains temporary files that are used by the Xbox 360 console. Deleting your profile and clearing the system cache may fix this problem.
To do so, follow these steps:

You should now be able to sign in using your Xbox Live profile on the console.
Important If you downloaded your profile to another console and you chose Remember Password, you have the option to remotely remove the password so that your profile can’t be accessed by someone else on the other console. To learn how, see Manage your sign-in preferences on your Xbox 360 console.
Solution 4: Troubleshoot your network connection
Check the console’s Internet connection to your router or modem. If you think your console is connected to the Internet correctly, see Troubleshoot your Xbox 360 connection to Xbox Live or the Xbox 360 Connection Error Solution.
If you get the error when you try to access content that you previously downloaded, also try the solutions at Can’t play or use previously downloaded content on Xbox 360.
