Error ACC1351 occurs when connecting or signing in to Xbox Live on Xbox One
You see the following error code when you try to connect or sign in to Xbox Live on your Xbox One console:
This means that the connection is timing out.
Solution 1: Check the Xbox Live service status
If you see any alerts here, wait until the service is up and running and try again:
