You see the following error when you try to download an update for the Xbox 360 console:

This may mean that your console has been tampered with or modified. This also means that your console has been banned from Xbox Live and can no longer connect to Xbox Live, install software updates or play new games that require a console software update. Learn about Xbox Live console bans.
Unfortunately this problem can’t be resolved, and you won’t be able to sign in or connect to Xbox Live. However, you can still play games offline. You have to physically disconnect your network cable or remove your Xbox 360 Wireless Network Adapter from the console.
You can use the following steps to turn off the automatic sign-in so that you can play games offline. To turn off auto sign-in:
Your console can now play your existing games offline. Any future attempts to sign in to Xbox Live or update your console software, however, will result in an error.
