You see the following error code when you try to buy content from Xbox Live:
80190126
This could mean that the payment option you’re trying to use is not supported by the type of content you’re trying to buy. Or, it could also mean that your account is locked for some reason.
To resolve this problem, try using a different payment option. For example if you’re trying to use PayPal, use a credit card instead. For more information, see Change an Xbox Live payment option.
